    2nd District SW Ohio (Adams, Brown, Clermont, Pike, Hamilton, Warren, Scioto Counties). Includes part of Cincinnati and eastern suburbs, Lebanon, Portsmouth. Cook PVI R+13. Bush won 64% in 2004. Incumbent Jean Schmidt (R) defeated Dr. Victoria Wulsin (D) by less than 3,000 votes (51% to 49%) in 2006.

    3rd District. SW Ohio (Clinton, Highland, Montgomery, Warren Counties). Includes Dayton and southern suburbs, Kettering, Miamisburg. Cook PVI R+3. Bush won 54% in 2004. Incumbent Michael Turner (R) defeated former federal prosecutor Richard Chema (D) by 59% to 41% in 2006.

    4th District West Central Ohio (Allen, Auglaize, Champaign, Hancock, Hardin, Logan, Marion, Morrow, Richland, Shelby, Wyandot Counties). Includes Mansfield, Findlay, Marion, Lima, Bellefontaine, Sidney. Cook PVI R+14. Bush won 64% in 2004. Freshman Jim Jordan (R) defeated attorney Richard Siferd (D) by 60% to 40% in 2006.

    5th District. North Central Ohio (Ashland, Crawford, Defiance, Fulton, Henry, Huron, Lucas, Mercer, Paulding, Putnam, Sandusky, Seneca, Van Wert, Williams, Wood, Wyandot Counties). Includes Norwalk, Bucyrus, Tiffin, Defiance, Bowling Green, Fremont. Cook PVI R+10.1. Bush won 61% in 2004. Rep. Paul Gillmor (R), who defeated repeat challenger Robin Weirauch by 57% to 43% in 2006, died on September 4, 2007. State Rep. Bob Latta (R) defeated Weirauch by the same margin in a special election on December 11, 2007.

    6th District. SE Ohio (Athens, Belmont, Columbiana, Gallia, Jefferson, Lawrence, Mahoning, Meigs, Monroe, Noble, Scioto, Washington Counties). Includes Athens, Marietta, Steubenville, East Liverpool. Cook PVI D+0.4. Bush won 50% in 2004. Freshman Charlie Wilson defeated former Ohio House Speaker Charles Blasdel by 62% to 38% in 2006.

    7th District. South Central Ohio (Clark, Fairfield, Fayette, Franklin, Greene, Perry, Pickaway, Ross Counties). Includes southwest suburbs of Columbus, Lancaster, Xenia, Circleville, Springfield. Cook PVI R+6.0. Bush won 57% in 2004. Incumbent Dave Hobson, who announced his retirement on October 14, 2007, defeated repeat challenger Bill Conner (D) by 61% to 39% in 2006.

    8th District. West Ohio (Butler, Darke, Mercer, Miami, Montgomery, Preble Counties). Includes northern Dayton suburbs, Troy, Hamilton, Fairfield. Cook PVI R+12. Bush won 64% in 2004. Incumbent (and House Speaker) John Boehner defeated novice Morton Meier (D) by 64% to 36% in 2006.

    9th District North Central Ohio (Lucas, Erie, Ottawa, Lorain Counties). Includes Toledo, Sylvania, Sandusky. Cook PVI D+9. Kerry won 58% in 2004. Incumbent Marcy Kaptur defeated electrician Bradley Leavitt (R) by 74% to 26% in 2006.

    10th District. NE Ohio (Cuyahoga County). Includes southern and western suburbs of Cleveland (Independence, Parma, Lakewood, Bay Village, Brook Park, North Olmsted, Berea and Rocky River). Cook PVI D+6. Kerry won 58% in 2004. Incumbent Dennis Kucinich defeated former U.S. government official Mike Dovilla by 66% to 34% in 2006.

    11th District NE Ohio (Cuyahoga County). Includes Cleveland and eastern suburbs. Cook PVI D+33. Kerry won 81.39% in 2004. Incumbent Stephanie Tubbs Jones defeated car salesman Lindsey String by 83% to 17% in 2006.

    12th District Central Ohio (Delaware, Franklin, Licking Counties). Includes northeast suburbs of Columbus, Dublin, Delaware. Cook PVI R+0.7. Bush won 51% in 2004. Incumbent Pat Tiberi (R) defeated former Congressman Bob Shamansky (D) by 58% to 42% in 2006.

    13th District. NE Ohio (Cuyahoga, Lorain, Medina, Summit Counties). Includes Akron and eastern suburbs, Cuyahoga Falls, Lorain, Elyria, Brnswick, Strongsville. Cook PVI D+6. Kerry won 56% in 2004. Freshman Betty Sutton (D) defeated Lorain Mayor Craig Foltin (R) by 61% to 39% in 2006.

    14th District NE Ohio (Ashtabula, Cuyahoga, Geauga, Lake, Portage, Summit, Trumbull Counties). Includes northeast suburbs of Akron, Willoughby, Mentor, Ashtabula. Cook PVI R+2. Bush won 52% in 2004. Incumbent Steve LaTourette (R) defeated law professor Lew Katz (D) by 58% to 39% in 2006.

    15th District Central Ohio (Franklin, Madison, Union Counties). Includes part of Columbus and northwest suburbs, Hilliard, Marysville. Cook PVI R+1.1. Bush won 50% in 2004. Retiring incumbent Deborah Pryce (R) defeated Mary Jo Kilroy (D) by just over 1,000 votes (50% to 50%) in 2006.

    16th District NE Ohio (Ashland, Medina, Stark, Wayne Counties). Includes Canton, Massillon, Alliance, Wadsworth, Medina, Wooster, Ashland. Cook PVI R+3.6. Bush won 54% in 2004. Incumbent Ralph Regula (R), who is retiring, defeated novice Rev. Tom Shaw (D) by 59% to 41% in 2006.

    17th District NE Ohio (Mahoning, Portage, Summit, Trumbull Counties). Includes Youngstown, Niles, Warren, Kent. Cook PVI D+14. Kerry won 63% in 2004. Incumbent Tim Ryan (D) defeated Don Manning (R) by 80% to 20% in 2006.

    18th District East Central Ohio (Athens, Belmont, Carroll, Coshocton, Guernsey, Harrison, Hocking, Holmes, Jackson, Knox, Licking, Morgan, Muskingum, Ross, Tuscarawas, Vinton Counties). Includes Chillicothe, Zanesville, Mt. Vernon, Newark and New Philadelphia. Cook PVI R+6.1. Bush won 57% in 2004. Disgraced incumbent Bob Ney (R-Heath) resigned late in the 2006 campaign. Freshman Zack Space (D) defeated State Sen. Joy Padgett (R-Coshocton) by 62% to 38%.

    Ohio Supreme Court

    There are seven Justices: Thomas J. Moyer (R) (Chief Justice), Paul E. Pfeifer (R), Evelyn Lundberg Stratton (R), Maureen O'Connor (R), Terrence O'Donnell (R), Judith Ann Lanzinger (R), and Robert Cupp (R). Stratton's seat and O'Connor's seat are up for election in 2008.

    Ohio Senate

    There are 33 state senators, each representing about 330,000 people. At present there are 21 Republicans and 12 Democrats. Each is limited to two four-year terms. Even-numbered districts will be put to a vote in 2008:

    2nd District N/NW Ohio (Wood, Ottawa, Lucas Counties). Includes 6th (R), 46th (R), and 80th (D) Ohio House Districts. PVI R+5. Incumbent Randy Gardner (R-Bowling Green), who is term-limited, won 62.67% of the vote in 2004. Gardner resigned and was appointed to the 6th Ohio House District, and State Rep. Wagoner was appointed to replace him. Democratic candidate Sylvia Washburn (D-Maumee) withdrew in April 2008 and will be replaced on the ballot.

    4th District SW Ohio (Butler County). Includes 53rd (R), 54th (R), and 55th (R) Ohio House Districts. PVI R+13. Incumbent Gary Cates won 65.61% of the vote in 2004.

    6th District SE Ohio (Montgomery County). Includes 36th (R), 37th (R), and 38th (R) Ohio House Districts. PVI R+9. Incumbent Jeff Jacobsen (R-Butler Township) is term-limited. Jacobsen won 64.47% of the vote in 2004.

    8th District SE Ohio (Hamilton County). Includes 28th (R), 29th (R), and 30th (R) Ohio House Districts. PVI R+14. Incumbent Patricia Clancy (R-Cincinnati) will retire in October 2007, to be replaced by State Rep. Bill Seitz (R). Clancy won 63.67% of the vote in 2004.

    10th District SE-Central Ohio (Clark, Greene, Madison Counties). Includes 70th (R), 72nd (R), and 84th (R) Ohio House Districts. PVI R+5. Incumbent Steve Austria (R-Beavercreek) is term-limited and is running for Congress in the 7th District.

    12th District W Ohio (Allen, Mercer, Shelby, Champaign, Preble Counties). Includes 4th (R), 77th (R), and 78th (R) Ohio House Districts. PVI R+12. Keith Faber (R) was appointed in January 2007 to replace Jim Jordan (R), who was elected to Congress in the 4th District. Jordan defeated independent candidate Jack Kaffenberger in 2004 with 79.3% of the vote.

    14th District SW Ohio (Clermont, Brown, Adams, Scioto, Lawrence Counties). Includes 66th (R), 88th (R), and 89th (R) Ohio House Districts. PVI R+10. Incumbent Tom Niehaus won 66.98% of the vote in 2004.

    16th District Central Ohio (Franklin County). Includes 22nd (R), 23rd (R), and 24th (D) Ohio House Districts. PVI R+9. Incumbent Steve Stivers, who is running for Congress in the 15th District, won 66.35% of the vote in 2004.

    18th District NE Ohio (Lake, Geauga, Cuyahoga Counties). Includes 62nd (D), 63rd (R), and 98th (R) Ohio House Districts. PVI R+6. Incumbent Tim Grendell (R) won 59.61% of the vote in 2004. Former businesswoman Amy Diamond (D) dropped out of the race in May 2008.

    20th District SE Ohio (Coschocton, Muskingum, Guernsey, Morgan, Noble, Monroe, Washington, Athens, Meigs). PVI R+2. Includes 92nd (R), 93rd (D), and 94th (R) House Districts. Incumbent Joy Padgett defeated former Hezbollah hostage Terry Anderson by 53.71% to 46.29% in 2004. Having lost her bid to replace Rep. Bob Ney (R-Heath) following his resignation, and with the burden of bankruptcy proceedings hanging over her, she announced in September 2007 that she would not seek re-election.

    22nd District NE Ohio (Medina, Ashland, Wayne, Holmes Counties). PVI R+12. Includes 3rd (R), 69th (R), and 97th (R) Ohio House Districts. Incumbent Ron Amstutz (R-Wooster) is term-limited. He was unopposed in 2004.

    24th District NE Ohio (Cuyahoga County). PVI R+4. Includes 16th (D), 17th (R), and 18th (R) Ohio House Districts. Incumbent Bob Spada (R-North Royalton) is term-limited and running for the Ohio House of Represenatives in the 18th District. He won with 62.14% of the vote in 2004. Attorney Emanuel Cotronakis (D-Bay Village) indicated in April 2008 drop out of the race.

    26th District N & NW-Central Ohio (Union, Logan, Marion, Wyandot, Crawford, Seneca, Sandusky, Ottawa Counties). PVI R+8. Includes 81st (R), 82nd (R), and 83rd (R) Ohio House Districts. Incumbent Larry Mumper (R-Marion) is term limited. He was unopposed in 2004.

    28th District NE Ohio (Portage, Summit Counties). Includes 43rd (D), 45th (D), and 68th (D) Ohio House Districts. PVI D+7. Incumbent Tom Sawyer was appointed in January 2007 to replace Kimberly Zurz, who won 65.38% of the vote in 2004.

    30th District E Ohio (Tuscarawas, Harrison, Columbiana, Jefferson, Belmont Counties). Includes 1st (D), 95th (D) and 96th (D) Ohio House Districts. PVI D+5. Incumbent Jason Wilson was appointed in January 2007 to replace his father, Charlie Wilson (D-St. Clairesville), who was elected to Congress in the 6th District. The senior Wilson won 66.90% of the vote in 2004.

    32nd District NE Ohio (Astabula, Trumbull Counties). PVI D+10. Includes 64th (D), 65th (D), and 99th (D) Ohio House Districts. Capri Cafaro was appointed in January 2007 to replace newly elected Attorney General Marc Dann (D-liberty Township), who won the 32nd District with 66.15% of the vote in 2004.

    Ohio House of Representatives

    There are 99 representatives, each representing 110,000 people. The Republicans hold 53 seats, Democrats 46. Each is limited to four two-year terms. All seats are on the ballot:

    1st District NE Ohio (Columbiana County). PVI R +1.6. County treasurer Linda Bolon (D) defeated county commissioner Jim Hoppel (R-East Liverpool) by 55.73% to 44.27% in 2006. The Democratic candidate won 49.48% of the vote in 2004 against former Speaker of the House Chuck Blasdel (R-East Liverpool).

    2nd District Central Ohio (Delaware County). PVI R +16.4. Incumbent Jon Peterson (R-Delaware) is term-limited. Democratic challenger Bruce Burnworth (D-Ostrander) got 36.69% of the vote against Peterson in 2006. The Democratic candidate got 31.14% of the vote in 2004.

    3rd District NE Ohio (Wayne County). PVI R +12.5. Incumbent Jim Carmichael (R-Wooster) is term-limited and running for Wayne County Commissioner. Carmichael was unopposed in 2006, and the Democratic challenger got 34.45% of the vote in 2004.

    4th District Ohio (Allen County). PVI R +11.9. City council president Matt Huffman (R) defeated radio host Dennis Schreefer (D) by 58.22% to 41.78% in 2006. Huffman's term-limited predecessor John Willamowski (R-Lima) was unopposed in 2004.

    5th District SW-Central Ohio (Fairfield County). PVI R +12.3. Incumbent Gerald Stebelton (R) defeated Robert "Kelly" Kirk (D-Stoutsville) by 57.68% to 42.32% in 2006. Stebelton's predecessor Tim Schaffer (R-Lancaster) was unopposed in 2002 and 2004.

    6th District NW Ohio (Wood County). PVI R 2.3. Term-limited incumbent Bob Latta (R-Bowling Green) was to Congress in a special election in the 5th District. Latta defeated former city councilman Jeff Bretz (D) by 56.86% to 43.14% in 2006. The Democratic candidate won 37.50% of the vote in 2004. State Sen. Randy Gardner (R) has been appointed to this seat to replace Latta.

    7th District NE Ohio (Cuyahoga County - Euclid, Richmond Heights, South Euclid and Cleveland Ward 11). PVI D +17.2. Incumbent Kenny Yuko (D) defeated challenger Beverly Valencic (R) twice, winning 79.60% of the vote in 2006 and 73.71% in 2004.

    8th District NE Ohio (Cuyahoga County - Beachwood, Shaker Heights). PVI D +31.9. Attorney Armond Budish was unopposed in 2006. Predecessor Lance Mason (D) was unopposed in 2004.

    9th District NE Ohio (Cuyahoga County - Cleveland Heights, University Heights, East Cleveland). PVI D +34.1. Barbara Boyd, a former State Rep. in this district, defeated former city councilman Rev. Jimmie Hicks (R-Cleveland Heights) with 83.66% of the vote in 2006. Her predecessor, Claudette Woodard (D), was unopposed in 2004.

    10th District NE Ohio (Cuyahoga County (Bratenahl and Cleveland Wards 8, 10, 13, 15 and part of 14). PVI D +30.6. Former campaign aide Eugene Miller defeated Rosalind Russell (R) and Michael Watson (I) with 84.12% of the vote in 2006. His predecessor Shirley Smith (D-Cleveland) was unopposed in 2004.

    11th District NE Ohio (Cuyahoga County). PVI D +31.1. Sandra Williams was unopposed in 2006. Her predecessor, Annie Keys (D-Cleveland), was unopposed in 2004.

    12th District NE Ohio (Cuyahoga County - Garfield Heights, Maple Heights and Cleveland Wards 1, 2 and part of 3). PVI D +34.5. Democratic incumbent Michael DeBose, who is term-limited, defeated Anthony Cefaratti (R-Maple Heights) with 88.83% of the vote in 2006. DeBose won with 85.95% in 2004.

    13th District NE Ohio (Cuyahoga County - Lakewood and Cleveland Wards 17, 18 and part of 14). PVI D +14. Incumbent Michael Skindell (D) defeated John Hildebrand Jr. (R-Lakewood) by 77.26% to 22.74% in 2006. Skindell was unopposed in 2004.

    14th District NE Ohio (Cuyahoga County - Brook Park, Parma Heights and Cleveland Wards 19, 20 and 21). PVI D +11.8. Foley defeated William McGivern (R-Cleveland) by 76.58% to 23.42% in 2006. His predecessor Dale Miller, now a State Senator, won with 75.74% of the vote in 2004.

    15th District NE Ohio (Cuyahoga County - Brooklyn, Linndale, Middleburg Heights and Parma). PVI D +5.5. Incumbent Tim DeGeeter (D) defeated David Fago (R-Parma) with 74.75% of the vote in 2006. DeGeeter won with 67.49% in 2004.

    16th District NE Ohio (Cuyahoga County - Bay Village, Fairview Park, North Olmsted, Rocky River and Westlake). PVI R +7.9. First time candidate Jennifer Brady defeated real estate agent and former Congressional candidate Ed Herman (R-Rocky River) with 50.95% of the vote in 2006. Sally Kilbane Conway (R-Rocky River) won with 61.74% in 2004.

    17th District NE Ohio (Cuyahoga County - Bentleyville, Brecksville, Broadview Heights, Chagrin Falls, Glenwillow, Hunting Valley, Independence, Lyndhurst, part of Mayfield Heights, Moreland Hills, Oakwood, Pepper Pike, Seven Hills, Solon, Valley View, Walton Hills). PVI R +0.6. First-time candidate Josh Mandel (R-Lyndhurst), a city councilman and Iraq War veteran, defeated city councilman Roger Goudy (D-Solon) by 67.05% to 32.95% in 2006. His predecessor Jim Trakas (R-Independence) won with 53.2% in 2004.

    18th District NE Ohio (Cuyahoga County - Berea, Olmsted Falls, Olmsted Township, North Royalton and Strongsville). PVI R +4. Term-limited incumbent Tom Patton (R-Strongsville), who defeated retired school administrator John M. Celebrezze (D-North Royalton) by 58.53% to 41.47% in 2006, is running for the Ohio Senate in the 24th District.

    19th District Central Ohio (Franklin County). PVI R +11.5. Incumbent Larry Flowers (R-Canal Winchester) is term-limited. Flowers defeated Marian Harris (D) by 54.94% to 45.06% in 2006. Flowers won with 63.2% of the vote in 2004.

    20th District Central Ohio (Franklin County). PVI R +1.9. Incumbent Jim McGregor (R) defeated Bev Campbell (D) by fewer than 1,000 votes (50.42% to 49.58%) following a recount in 2006. McGregor won with 55.53% in 2004.

    21st District Central Ohio (Franklin County). PVI R +3.9. This district went for Kerry by 52% in 2004. Incumbent Kevin Bacon (R) defeated Dean Hernandez (D) by 51.25% to 48.75% in 2006. Bacon's predecessor Linda Reidelbach (R-Columbus) won with 52.61% of the vote in 2004 and 54.90% in 2002.

    22nd District Central Ohio (Franklin County). Includes Clintonville and Dublin. PVI R +8.7. Term-limited incumbent Jim Hughes (R) defeated John Carney (D) by 53.09% to 46.91% in 2006. Hughes won 60.08% in 2004.

Incumbent Bill Seitz (R) is term-limited and was appointed to the Ohio Senate, 8th District. Seitz was unopposed in 2006 and won 72.90% of the vote in 2004. Attorney Robert Mecklenborg was appointed to this seat in October 2007 to replace Seitz.

    43rd District NE Ohio (Summit County). PVI D +1.6. Incumbent Stephen Dyer (D) defeated Christine Croce (R-Green) by 59.83% to 40.17% in 2006. His predecessor Mary Taylor (R-Green), now state auditor, got 57.58% of the vote in 2004.

    44th District NE Ohio (Summit County). PVI D +26.2. Incumbent Vernon Sykes (D-Akron) defeated Joseph Crawford (R-Akron) by 80.78% to 19.22% in 2006. His spouse and predecessor Barbara A. Sykes (D-Akron) was unopposed in 2004.

    58th District Northern Ohio (Seneca, Huron, Lorain Counties). PVI R +6.3. Attorney Matt Barrett (D) defeated appointed incumbent Dan White (R-Bronson Township) by 51.20% to 48.80% in 2006. White replaced Kathleen Reed, formerly Kathleen Walcher (R-Norwalk), who had defeated Barrett by 53.99% to 46.01% in 2004. Barrett resigned on April 24th, 2008.
